You can download compatible free dictionaries at: http://www.dicts.info/dictionaries.php (all dictionaries have to be UTF-8 files with one translation per line and words separated by tabulators). Hundreds of free bilingual dictionaries can be created and downloaded from the Universal dictionary system at: http://www.dicts.info/uddl.php . Universal dictionary currently interconnects 25 languages: Basque, Bulgarian, Czech, Danish, Dutch, Esperanto, Finnish, French, German, Greek, Hungarian, Italian, Japanese, Japanese Romaji, Lithuanian, Norwegian Bokmal, Polish, Portuguese, Russian, Slovak, Slovenian, Spanish, Swedish and Turkish. Simple dictionary applications will run on Windows 95, Windows 98, Windows Me, Windows 2000, Windows NT and Windows XP.
